La placa de protección civil y su distintivo, nacen a consecuencia de la convocatoria realizada por la Liga de Naciones, (mediados del siglo XX), para que se cree un símbolo que permita la identificación y el reconocimiento de este servicio a nivel mundial.
Israel, gana la convocatoria de la Liga de Naciones con el siguiente símbolo:
-Una estrella de David, enmarcada en un circulo naranja y dentro de un cuadrado amarillo.
Sin embargo, y dado que Protección Civil es un organismo neutral, laico y apolítico, el símbolo con la estrella de David, ( representativo de un pueblo y una religión concreta) sufre algunas modificaciones. Las siguientes:
- La estrella de David, se sustituye por un triángulo azul, símbolo de la prevención. Cada extremo del triángulo representa a las personas responsables de atender una emergencia : Las Instituciones, los grupos de voluntarios y la población en general.
- El circulo naranja que representa la alerta y la atención.
- El cuadrado amarillo fue definitivamente eliminado.
En el caso de España, se le incluyó la corona, simbolo de la nación y en la placa la base de rayos rafagados, símbolo del sol, que representa la fuerza y la luz en la oscuridad.

Dans le cas de l'Espagne, on lui a inclus la couronne, symbole de la nation et sur la plaque la base de rayons rafagados, symbole du soleil, qui représente la force et de la lumière dans l'obscurité.
